How making files public from the picker works

Some ReadyTools workflows need a publicly accessible file URL. In those cases, the Vault picker can be opened with public file mode enabled.

• The picker shows a status note that public files are enabled.
• After selection, Vault calls the make-public flow for each selected file.
• The returned file includes a public URL.
• The selected file is marked public in Vault.
